Why is right-hand drive a major issue for China imports?

China’s road-traffic law requires vehicles to keep to the right side of the road, so do not assume a Juke advertised there has the right-hand-drive layout Kenya requires. Check the specific car. If it is left-hand drive, do not buy on the assumption that converting it will make it eligible; KRA’s standard import procedure specifies RHD, and any exception would need written approval from the relevant Kenyan authority before purchase.

Also distinguish the car’s country of export from where it was built or first sold. A Juke located in China may have been imported there from another market. How does KEBS inspect a used vehicle exported from China?

KEBS currently lists its QISJ roadworthiness certificate arrangement for used vehicles exported from Japan, the UAE, Thailand, Singapore, South Africa and the UK; China is not on that list. KEBS’s general-goods PVoC contractors do not cover motor vehicles. Its destination-inspection guidance describes inspection at a Kenyan port for goods from countries without an appointed agent, but confirm the vehicle-specific route, required documents and fee with KEBS before shipping. A failed inspection can lead to the vehicle being denied entry and returned or destroyed at the importer’s expense.

Which documents and costs should you confirm?

KRA’s vehicle guidance lists an original commercial invoice, cancelled original logbook from the country of importation, original bill of lading, roadworthiness certificate and importer PIN documents. From 1 September 2026, KRA also requires an export declaration, export entry, customs export certificate or equivalent from the country of export. Retain it for at least five years; it should show exporter, importer, goods description, quantity, value, tariff classification and export country.

Ask a licensed customs agent to estimate the total for the exact VIN, first-registration year, engine and fuel type using current KRA valuation. Include shipping, insurance, KEBS inspection, port handling and clearance fees. Avoid generic price, duty or fuel-economy figures that do not match the vehicle you are considering.

What should you do before paying a seller?

  1. Get the VIN and original registration papers; check that the records match the car and seller.
  2. Confirm RHD and first-registration age against KRA’s current rules.
  3. Ask KEBS to confirm the accepted China export or destination-inspection route in writing, including the certificate and fee.
  4. Make sure the seller can supply cancelled ownership papers and the export declaration or equivalent required by KRA.
  5. Use a written agreement that makes payment conditional on eligibility and document checks.
